Proposed public stewardship

A public standard needs accountable decisions

TENSOR's intended specification, essential public profiles, schemas, and basic conformance materials should be accessible without buying a product or sponsorship. Vendor participation is welcome; funding must not purchase control over shared meaning.

The governance proposal is not yet adopted. It does not appoint a council, create a legal entity, grant new intellectual-property rights, or establish institutional backing. Repository access alone is not independent oversight.

Proposed decision process

  1. Publish a numbered proposal with the problem, examples, alternatives, compatibility effects, and acceptance evidence.
  2. Allow at least 14 days for technical review and 30 days for breaking, charter, or governance changes.
  3. Record substantive objections and their disposition. Material revisions restart review.
  4. Publish the decision, rationale, reviewers, conflicts, and unresolved issues.
  5. Archive approved text, schemas, fixtures, and migration guidance together.

Before a first stable release, the proposal requires substantive assessments from at least two reviewers independent of the principal authors and each other. A later five-person council is a proposed transition, not a claim of current representation.

Participation without privileged status

Disclose affiliations and conflicts. Keep funding conditions visible. Record dissent and appeals. Use synthetic or authorized de-identified cases. Existing licenses remain applicable to existing materials; contribution, patent, and stewardship policies need explicit review before adoption.
